Joe Garcia
Joe A. Garcia’s work in both the Texas Senate and Texas House of Representatives gives him valuable insight and a comprehensive perspective on the workings of state government. From 1991 to 1996, Mr. Garcia served as chief of staff to State Senator Eddie Lucio, of Brownsville. In that role, Mr. Garcia formulated and implemented the Senator’s legislative agenda including managing legislative research and development, strategy development, legislative witnesses and testimony coordination. He also was responsible for shepherding the Senator’s legislation through the legislative process. Since leaving state government, Mr. Garcia has represented a diverse list of clients including corporations, associations, coalitions and public entities. He has a specialized knowledge and understanding of issues along and impacting the Texas-Mexico Border. A principled tactician and talented strategist, he is regarded by legislators, lobbyists and state agency leaders as one of the most effective young consultants in Austin today.
