Walter Fisher
Walter Fisher has over 20 years of experience in the areas of parliamentary and legislative law as well as legislative procedural experience. Mr. Fisher served as Assistant Parliamentarian for the Texas House of Representatives for six years. In addition, he served from 1995 until 2004, as Senate Parliamentarian under Lieutenant Governors Bullock, Perry, Ratliff and Dewhurst. Mr. Fisher advised the Texas Senate during some of its most historic times over groundbreaking constitutional issues such as the election of Lieutenant Governor by secret ballot and congressional redistricting. From 1986 until 1995, he served as Director of Legislative Services for the Texas Municipal League. During his 10 years as the League's head lobbyist, Texas cities experienced great success in the Texas Legislature, including the passage of the landmark Public Official Immunity Act. The Legislative Redistricting Board, composed of the Speaker of the House, the Lieutenant Governor, the Comptroller of Public Accounts, and the Commissioner of the General Land Office, unanimously appointed Mr. Fisher as Parliamentarian/Secretary to the Board in 2001 and again in 2003.
